HRAPF STRATEGIC COMPASS 2026 - 2030
We are Human Rights Awareness and Promotion Forum (HRAPF). We were founded in 2008 as an independent, non-partisan, registered non-governmental organisation committed to advancing the human rights of some of the most marginalised and discriminated persons in Uganda. We work to challenge unfavourable laws, harmful social and cultural norms, and exclusionary practices that undermine dignity, equality, and access to justice. At the core of our mandate is the conviction that the human rights of all persons, particularly marginalised persons and key populations, must be
respected, protected, and fulfilled.
We are headquartered in Kampala, Uganda, with regional centres in Mbale, Lira and Mbarara, serving the Eastern, Northern and Western regions respectively. Through these centres and a wide network of community paralegals, implementing partners and sub-grantees, we deliver sustained national programmes and operations across Uganda. Beyond the national level, we undertake strategic advocacy and engagement with East African Community, African Union and United Nations human rights mechanisms, connecting community realities and national priorities to regional and global human rights processes.
Since our inception, we have implemented four Strategic Plans. The first in 2010–2012 and second in 2013–2017 were successfully executed and evaluated, generating critical lessons that informed the Third Strategic Plan for the period 2018–2022. Building on this trajectory, we developed and implemented the fourth Strategic Plan for the period 2023–2027, which underwent a mid-term assessment in 2025 and informed by the shifts in our operative context at community, national, regional and global level; we developed this 5th Strategy for the period 2026 – 2030.
